Creating API key with "wallet:transactions:send" locking Coinbase account?

A user created an API key with send permissions and all accounts enabled. After creating the API key, the Bitcoin held in their Coinbase account was locked. It was just their Bitcoin, no other coins were affected but they had a large amount of Bitcoin.

Is it possible that the creation of the API key locked the Bitcoin? Was it seen as unauthorized activity on the account?

Creating an API key should not result in accounts being locked. Could you tell the user to open a support ticket so we can take a closer look ? Thank you!
