Does creating an API key with “wallet:transactions:send” disable a Coinbase account?

It doesn’t disable any accounts - the API key won’t have access to accounts without the accounts scopes though.

To clarify and give more context:

A user created an API key with send permissions and all accounts enabled. After creating the API key, the Bitcoin held in their Coinbase account was locked. It was just their Bitcoin, no other coins were affected but they had a large amount of Bitcoin.

Is it possible that the creation of the API key locked the Bitcoin? Was it seen as unauthorized activity on the account?
