When do we get the notification for new-payment
when it hits the mempool (pending)
or when it is confirmed?

Hello @AliRafay and @VirtualAjatus! First of all, we’d like to thank you for your continued support to our Coinbase Cloud APIs. Regarding your query about the behavior of the wallet:addresses:new-payment, we’d like to inform you that the webhook triggers this type of notification only when the payment is complete and not when it’s pending. Currently, we don’t have a supporting web-hook notification for pending payments.
