To answer your question, the function of level2 channel of Coinbase Pro/Exchange and l2_data channel of Coinbase Prime is the same. Both the level2 and l2_data channels guarantee delivery of all updates and is the easiest way to keep a snapshot of the order book. Exchange/Pro Websocket and Prime Websocket differ as it serves different types of customers. Pro API is for advanced retail clients while Prime API is for institutional clients.

Additionally, the parameters used when sending a request, the format of the request itself, and the response being received are different. With Websocket Prime, you will have to generate a timestamp and a signature for it to work.I hope this helps.
