Are test networks supported?
If we need to test transfers between two addresses, how do we do that without actually doing an actual transaction and paying the gas fee,
also tell about the notification, how to test those webhooks without a real money transaction

For the details regarding your concern, unfortunately Sign in With Coinbase has no testing environment as this only features with Coinbase Exchange/Pro API which is called Sandbox Environment. A public sandbox is available for testing API connectivity and web trading. For your query if you are going to test Transfers between two addresses, you will need to have an actual funds on your account and it is also possible for you not to pay for the gas fee as long as the transaction is off-chain.
